Using Benefits Cards in Pharmacies and DrugstoresImportant changes are coming that affect where you may use your Benny Card in pharmacies and drug stores. Use of the Card in other locations is not affected.
In accordance with IRS regulations for the use of Cards with Flexible Spending Accounts and Health Reimbursement Accounts in pharmacies and drug stores, effective 7/1/09, your prepaid benefit Card can be used only at merchants that either
1. can verify the eligibility of healthcare related purchases including prescriptions and over-the-counter products, OR
2. earn 90% or more of their revenues from the sale of eligible healthcare items (90% Merchants).
There are two separate merchant lists - the IIAS Merchants List and the 90% Rule Merchants List. According to IRS rules, if you use your Card in a store that is not on the Merchant Lists, your Card will decline.
In most cases, when you use your Card for a purchase in a store on the IIAS Merchants List, you will NOT be asked to provide a receipt at a later date, but please save all receipts, just in case.Purchases made with the Card at merchants on the 90% Rule Merchants List require verification of eligibility, and you may receive a letter requesting an itemized receipt, so please save all receipts.
